    David D’Arcangelo is a distinguished community leader and experienced
businessman David DArcangelo With Asian Coordinatorand has a background in both the public and the private sectors. 
He brings extensive experience on all levels of government, which includes
serving and working in the Governor’s office, state agencies and the state
senate, as an aide to Malden’s State Senator Richard Tisei.  
    
     Most recently, David served the City as a member of the Malden
Planning Board.  He currently serves as Chair of the Board for the
Massachusetts Commission for the Blind Rehab Council and is also an EMARC
board member.  Born in Malden, a product of public schools, David and his wife
Lisa, who is the current Ward 5 School committee member, have been married
for over twelve years.  The two have a young daughter currently attending
Malden Public Schools.  
    
     David is also a member of the Malden Rotary, the Malden
Chamber of Commerce, the Public Relations Society of America and many
other community and charitable organizations.   He is a graduate of Suffolk
University and Managing Director of Arc Angel Communications.

Arc Angel Communications  Malden  2006–Present

Managing Director

·        Public Relations practitioner that promotes and projects positive public images for a variety of organizations.   Created and implemented PR Plans for clients, obtained major market media coverage, achieved top ranking in both Google and Yahoo searches for several websites that have been created and maintained by Arc Angel.

 

CSI Support & Development Services  Malden  2007–2008

CSI is the nation’s largest affordable senior housing rental cooperative, owning and cooperatively managing 53 buildings, 6,200 apartment units, across four states.

Regional Development Manager, New England Region

·        Responsible for identifying and procuring sites for affordable senior housing.

·        As an upper level manager I have been a catalyst for establishing policies and procedures to locate developable sites.  Worked with elected officials, planners and community leaders. 

·        Negotiated offers with Mayors, Councilors and other community officials for procuring major development sites for as little as $1.

 

M&L Transit Systems, Inc.  Woburn  2004 – 2007

M&L is Massachusetts largest mid-sized bus company with over 38 buses moving over 500,000 passengers a year.

Chief Communication Officer

·        Turned $40K monthly losses into $10K monthly gains by streamlining company spending and fostering positive business relationships.

·        Created proposals through complex costing methods, responded to RFP’s and negotiated multi million dollar contracts, developed and optimized websites, brochures and organizational communication systems.

·        Wrote successful grant applications that yielded $235,000 from the federal government and implemented programs funded by the U.S. Department of Homeland Security.

 

Massachusetts State Senate  Boston  1999 - 2003

The upper house of the Massachusetts General Court that is responsible for making laws, and public policies, most notably the $33 billion state budget.

Communication Coordinator and Municipal Liaison

·        Put in charge of coordinating, developing and implementing the Senator’s press releases, press strategy and media contacts on both the local and state level as well as serving as his spokesperson.

·        Successfully landed and placed news stories, interacted with and attended to requests from municipal officials and community leaders, analyzed and oversaw legislation, offered line items and earmarks for the $25 billion dollar state budget, drafted and helped maneuver bills through the legislative process

·        As a result of my efforts, the Senator enjoyed wonderful PR, his district and its constituents were well served and he was reelected and remains in office.

 

Governor’s Office  Boston  1998 – 1999

As the chief executive and leader of the Commonwealth of Massachusetts the Governor’s office is responsible for running most of state government.

Correspondence Aide

·        My responsibilities were to; write and prepare policy letters for the Governor and Lieutenant Governor, manage and track their correspondence and create Gubernatorial Citations and Proclamations.

·        Answered thousands of letters and requests, which led to increased citizen satisfaction and a successful reelection effort.

Appointed by Mayor as a full member of the Board, I was charged with making recommendations on land use and planning policies for the City of Malden. 

·        Massachusetts Commission for the Blind  Statewide  2005–Present

Current Chair.  Appointed by Governor to serve on the Rehabilitation Council, I help craft agency policies and represent the interests of nearly 38,000 blind persons.

·        Resource Partnership  Statewide       2007–2009

I served on the Board of Directors for the non profit charitable corporation dedicated to improving the lives of people with disabilities through employment.

·        The Arc of Middlesex East, EMARC  Reading  2008–Present

I am a member of the Board of Directors for the non profit charitable corporation that provides services and support to persons and families with intellectual disabilities.
